We can't explain the ins and outs of every situation in the release
history.  It should be explained in the real documentation (which isn't
going to happen).

How about if we add the phrase "by default", something like:

  \item \TeX{}, \MF{}, and \MP{} now, by default, output 8-bit input
  characters as themselves in output (e.g., \verb|\write|) files,

Is that any better?

In any case, we can say whatever we can think of in the manual to
explain the situation; I'm not wedded to my text, in fact I was asking
for comments on it.  The important thing is that the behavior of the new
binaries isn't "surprising".  That's exactly what we were trying to fix.
