[tex-live] win32 fixes

There were a couple of issues with the support packages for win32 on
TL2003:
- ghostscript provided on the cd is incompatible with gsview.
This is fixed if you replace the ghostscript files by the ones in
ftp://ftp.dante.de/pub/fptex/0.7/support/ghostscript-win32.zip
- tex4ht doesn't work out of the box for several reasons
Your best bet is to download
ftp://ftp.dante.de/pub/fptex/0.7/TeXSetup.exe
and use it as a replacement for your bin/win32/TeXSetup.exe
Then, you have to upgrade ImageMagick by using the maintenance mode:
TeXSetup --maintenance
(or run it from the menu TeXLive -> maintenance -> add package)
Select 'Enable Internet Download', and 'Internet Only'
then browse the packages tree and check support/imagemagick
at the same time, you can also download fixed ghostscript, gsview and
fixed babel/frenchb or any other package you miss.
Once it is done, you should check that if you have a TEXMFTEMP or TEMP or TMP
environment variable, then there is no space in the path name.
If it is clear enough, could that information be added to the bugs.html
page ?
