At tug 2003 O.P. announced new versions and so (i don't use bibtex so i was 
not in registering details mode) ... there's also J.M. Hufflen who is 
working on extensions; maybe you should contact Bernd Raichle (he 
occasionally does bibtex talks at dante meetings) and know internals.
