I have *not* heard that web2c 7.4.5 implemented enctex by default.
On the other hand, patches for this version are present in my
ftp directory.

I've heard that Olaf will try to implement encTeX in version
web2c 7.5.3. I have sent my patches to him including patches for
{tex | pdftex | etex | pdfetex} --help
and for manual pages of these programs.
