That should come e.g. from TeX/texk/web2c/configure.in. Doing a "p4
changes TeX/texk/web2c/configure.in" in source.development, I find:

  Change 2937 on 2003/03/01 by rahtz at spqr-dell
          promote new pdftex to source, and some other small fixes
          from teTeX 2.0.2

That is strange, since teTeX 2.0.2 is based on the older web2c-7.4.X
whareas source.development already had web2c-7.5.X. That's why we have
lost changes here...
