You're right that we have to distribute the actual source with any given
release, not anything older (or newer).  And Gerben is also right that
this does not mean the source should be "frozen", in fact it can't be.

    BTW, current win32 tex is Web2c 7.4.5 but for Linux it is 7.5.2

Perhaps this is one of the things Fabrice was going to deal with when he
gets back to work.

    I hope that after last changes to pdftex source.development can
    be promoted to source, then binaries for all platforms should be
    rebuit again _from_ source/ for the release of TL mastered by Lehmans. 

I hope so too :).
