Definitely fixed this time. 

[for the record: addpm is using DDE messages to communicate with the
shell explorer, but DDE messages are disabled while displaying modal
dialog boxes like the ones the TeXSetup wizard are made. So
interblocking between both processes, each one waiting for the
other. ]
