This might be difficult, but not impossible, provided someone has 
a clear picture of which bugs can be found where :-)

Good idea; current setup for accessing extra binary sets on tug.org
is temporary, to keep people who need them now happy.

Actually, maybe it would be a good thing to have a texlive/updates 
directory on CTAN in the future...
