[tex-live] A change I have been wondering about

Somewhere over the last few months, the output of tex programs has 
changed wrt to what stream it goes to. It used to be that if I ran a 
fmtutil to create a format, the output of tex (omega, pdftex, whatever) 
went to stdout, while the message of fmtutil  about success and failure 
went to stderr.

Nowadays, when I run a "fmtutil --byfmt omega" for example, I get 
everything on stderr.

Is there a reason for this?
