Make that "release".  There's a lot of Windows work to do, so we'll
have to go to 7.4.1 at least.

I bumped the kpathsea version number to alert any shared-library users
to incompatibilties in the ABI.  And (bad habit) the kpathsea and
web2c version numbers are otherwise in sync.
