[tex-live] Why does 'make extras' fail here on Mac OS X?

The reason for me is that I am on a very slow and expensive link which I 
have to pay from my own pocket. In other words, I do download source and 
source.development, but it is not feasible for me to download all of 
TeXLive until I get my DSL connection. Hence, I have to use my local 
datadir.

So, what should I tell configure to make it work with my own datadir?
