they can, of course. (using rockridge extensions which are
understandable my unix systems)

and TeX Live has been using symlinks in several locations in all
versions i have seen.

i think TeX Live should use symlinks in more cases, -- i.e. instead of
wrapper scripts to launch TeX and friends more systematically.
