[tex-k] Uninterruptible loop in web2c TeX

Note, that the "! Interruption." that appears after ^C in this
transcript in web2c TeX is wrong behavior.
In my implementation it is done right - i.e., when TeX is waiting for
input, "! Interruption." is not printed. Indeed, read \S 96 in tex.web
- it says just that the variable should be changed. And when TeX is
waiting for input it keeps waiting for input - it does not check this
variable.
