[tex-k] Untouch CWEB sources

    Just in case that pull requests on Github are not the way to go, 

Good guess. I am old and prefer simple email. (And TL is not developed
on github.)

    Instead of making direct changes to the CWEB source modules, its
    better to put these into the respective changefiles.

As Akira just wrote separately, it's true that I have sent those
%s-related changes to Don (in January). He has not replied about them.
I don't know when or if he will ever make another cweb release,
or if they will be included, though I would surmise so.

I had hoped Don would make another quick release with the fixes. I had
to change the original files in order to send him a patch that he could
apply. So then it was a lot easier just to commit that than to rework
them into changefiles.

I remain unsure about what to do with cweb in general, that is,
switching to your improved version. It is hard to find the energy.
