[tex-k] opendetex-2.8.3

Hi,

I'm trying to import OpenDetex 2.8.3 by Piotr Kubowicz as a new version of
Detex for TL; author of Detex (Daniel Trinkle) also mentions about the new
project on his website. Almost all of TLpatches are incorporated upstream, so
I think it's convenient for us.

My current work:
https://github.com/aminophen/texlive-source/tree/opendetex
A new better handling of \verb for LaTeX and some trivial changes
affected the test files, so I adjusted them.
I will commit to svn if allowed.
