[tex-k] dvips --help does not exit with -q

Also, in "info dvips" it is said:

     Run quietly.  Don't chatter about pages converted, etc. to standard
     output; report no warnings (only errors) to standard error.

The words "standard output" should be corrected to "standard error",
because standard output is used for PS output.
