Nonsense.  Didn't you read Karl's reply?  The Windows version
obviously just ignores your personal settings.

Maybe Debian changed the default, but this is very unlikely.  If in
doubt, send us the file 

  texmf/dvips/config/config.ps 

and we can read it for you.
