Thanks for the reply.

I can certainly accept this behavior. However, it should be documented
clearly in a place that a user would look at. I bumped into the issue
because the Kpathsea library manual (for v 3.5.6) did not give any
indication about it. A sentence about this behavior in section 3.3.3 of
this document would be helpful.
