[tex-k] kpathsea problem with expansion of environment variables

We get a problem running tex  (TeX 3.141592 (Web2C 7.5.4) , as
environment variables are not expanded . Works well with kpsewhich
3.3.1.

 

kpsewhich --version

kpathsea version 3.5.4

The TEX file contains  statements of type

\epsfxsize=3cm\epsfysize=2cm\gr{0cm}{1.5cm}{$ATAI_REL_SERVER_CONFIG/MCI_
Retail.eps}

 

I have tried kpsewhich -debug -1
'$ATAI_REL_SERVER_CONFIG/MCI_Retail.eps'

 

Which fails (debug output attached).
