    I suggest inserting "after the FILENAME.dvi" after "If -o is specified

Good point, I'll do something along those lines.

    and changing the Usage to
    dvips FILENAME[.dvi] [OPTION]... 

I think that would be too confusing, because it is nearly universal for
options to precede arguments.  We don't want to imply dvips doesn't
support that.  The -o optional argument is the only one that's a problem.
(Also, it is best to specify -d-1 as the first option.)
