TeXLive definitely provides the same texconfig[-sys] as the latest
teTeX release.

If mailing lists are preferred, texhax at tug.org is appropriate for
general questions about tex, pdftex, latex, pdflatex...

For pdftex/pdflatex specific questions, pdftex at tug.org is also
appropriate.
