    a) Additional primitives
      \einput{<token list>}
      \eopenin<stream>{<token list>}
      \eopenout<stream>{<token list>}

I was thinking this too when I woke up this morning.  It seems like the
cleanest approach to allowing any bytes 0-255 in filenames.

    (e-TeX?):

My understanding is that e-TeX development per se has ceased (as of some
years ago), and all current development is in pdfetex.  Let's suggest it
there; I don't think we've ever added primitives in core Web2c, have we?
