I think nowadays it is a must.  With Gnome and KDE getting popular people
are getting used to spaces in file names even on Unices.  

In fact I think TeX should be able to read file with any name allowed by
the operating system.  So blocking quotes as an allowed character is 
somewhat risky. :-)
