[tex-k] METAFONTk and MetaPostk, and -parse-first-line

TeX Live's texmf.cnf has
  parse_first_line = t

teTeX and web2c have
  parse_first_line = f

I still believe that people should get "This is TeX ..." by default.

I agree. Maybe, they should announce extensions in the same way as
tex does.

I guess that we only have -parse-first-line without a corresponding
"no"-option. Maybe,
  parse_first_line=f tex ...
helps.
