speaking for TeX Live, it is my wish and intention to
make .deb packages in due course. But its not that easy,
because of existing teTeX .debs, so I have to make things that *add* to
teTeX. Not to mention finding a lot of spare time.

well, surely, on the contrary. If someone takes on the task
of making a .deb or .rpm for teTeX, they have an absolute
duty to understand what they are doing!
