this problem is a commonplace of comp.text.tex (and no doubt also
de.comp.text.tex); its solution appears as an answer in the uk faq

perhaps you're forbidden from using any but email over the net?

try either:

 - dvips -Pwww -G0
 - dvips -Ppdf
 - or current (as on tex live 7 or in the latest tetex beta) dvips
