[tex-k] dvips -E producing "corrupt" output for rotated figures

Ahh, okay.  Sounds like latex2html should be enhanced then to do a better
job with figures . . . if I get a chance I'll look into it.

In particular, I need to check exactly how it uses dvips -E.  I am
pretty sure it uses this for math, for which it is appropriate
and probably does well.  (Although even here Ghostscript may be
preferable.)  But for other purposes, we may need to make it smarter.
