[tex-hyphen] Add \{left,right}hyphenmin info to pattern files

Folks,


right now a user has to know in advance what values for \lefthyphenmin
and \righthyphenmin have been used to compute hyphenation patterns.
This is problematic.  IMHO, it would be a much better solution if
pattern files are self-contained.  I thus suggest to add to all
hyphenation pattern files in the `tex-hyphen' repository two lines to
the header comments:

  % \lefthyphenmin=X
  % \righthyphenmin=Y

(with proper values for `X' and `Y').
