[tex-hyphen] handling combining accents in the hyphenation patterns

  I’ve already considered it since we had a very similar report a couple
of months ago, also about Russian.  I think it makes sense and I’ve just
created an issue on the GitHub tracker to keep track of that
(https://github.com/hyphenation/tex-hyphen/issues/5).
