OMG. That looks like massive overkill. Surely factor out the common
elements and introduce only the bare minimum of new primitives :
\hyphenpenaltyforweight n m will handle the first four, where the
existing \hyphenpenalty becomes a synonym for
\hyphenpenaltyforweight 1 m
As I don't understand the semantics of the latter seven, I cannot
propose a simplification at this stage.
