[tex-hyphen] Feedback from CTAN about empty files

Hi,

I have received the following reply from CTANners today.

I'm not sure what to reply about number (3). Yes, we ship empty files
for all languages without hyphenation exceptions.

One thing I'm sure of is that I shouldn't put any comments in those
files as this might break things. We could in principle delete empty
files. Or document the situation somewhere. Any suggestions? (Not
doing anything counts as a valid suggestion.)
