I leave it up to you then. Whenever you feel that patterns are ready
for the first testing release, let me know. If that's now, I'll
include them now.

The Germans also keep improving their patterns on regular basis, but
only make a release once or twice a year and when they do, the
released version goes into hyph-utf8. Of course you could just as well
store all intermediate versions in our repository and only copy the
"released" version into "texmf tree" when you feel that it should be
released.

I put both the resulting file and the sources (provided that they are
available) to hyph-utf8. The final file with patterns is never
auto-generated. For some languages with simple rules (which don't need
patgen) I sometimes run the generating script manually when the
licence changes or some trivial text is added.

In your case I would basically always take your final file, no matter
how it had been generated. Or I could help you write a simple script
that could replace manual adjustments (if those adjustments are
straightforward; if it takes a linguist to revise them, then this is
not an option).
