That is used to show language information at startup, like

an, ngerman, swissgerman, monogreek, greek, hungarian, icelandic, assamese, ben
gali, gujarati, hindi, kannada, malayalam, marathi, oriya, panjabi, tamil, telu
gu, indonesian, interlingua, irish, italian, kurmanji, lao, latin, latvian, lit
huanian, mongolian, mongolianlmc, bokmal, nynorsk, polish, portuguese, romanian

Without that, the information is not shown in platex and uplatex,
due to their speciality.
