Done. You should be able to update TeX Live in a couple of hours.

In addition to that there will also be "serbianc" package for babel, so that
    \usepackage[serbianc]{babel}
in pdfTeX should give you both cyrillic labels and hyphenation of
cyrillic script.

Please test all of the engines: pdfLaTeX, XeLaTeX and LuaTeX/LuaLaTeX
to see if it all works fine for you.

babel code and of course to Arthur and Manuel for implementing dirty
details :)

PS: I didn't think about this before, but now that Manuel brought it
up ... with some extra care (probably not that many lines) serbianc
could probably be adapted to work with xelatex and lualatex. (But this
is out of scope for this particular mailing list).
