OK.  But who uses the 'loader' attribute then?

   trunk/TL/tlpkg/tlpsrc/hyphen-german.tlpsrc

?  I have no idea how this translates to what I can see in language.dat 
and language.dat.lua.  Can you point me to some documentation, please?
