Well, german-x would be the first package to provide such files, so I guess the
rules are still to be established concerning the responsibility of the
contributor :-) As far as I am concerned (hyphen.cfg and etex.src), only .chr
and .pat are used by LuaTeX (which is the only TeX variant to use them). I don't
know what the .chr files are good for, but surely Mojca or Arthur will enlighten us.

Personally, I can't see any reason not to ship them with the other files in the
dehyph-exptl on CTAN. Then we'll install them at a proper place in TL (and the
same place as dehypht-x-2009-06-19.tex is certainly a proper place).
