[tex-hyphen] New hyphenation patterns: kmrhyph.tex for Kurmanji (Northern Kurdish)

For those of this list who don't monitor ctan-ann:

There are now hyphenation patterns Kurmanji,
named kmrhyph.tex in CTAN://language/hyphenation

The patterns are in the T1 encoding and licensed under
the LPPL. Feel free to derive an UTF-8 version of them.
