[tex-hyphen] UTF-ization of hyphenation patterns

      I think it's really best.  For the moment I have to fetch the original
    files from TeX Live if I want to compare.

But then you have to keep your repo in sync with TL when there are
updates.  And there are updates, on occasion.  Are you going to set up a
process to notice?  

Using the TL repo sounds safer and easier.
