[tex-hyphen] UTF-ization of hyphenation patterns

One more remark/question:
Taco and Jonathan have suggested to use one pattern per line, with
absolutely no TeX specific stuff in the file.

the question that raises: some patterns have been generated
automatically with patgen, but quite some people have edited the
patterns manually and there are some rather useful comments in the
patterns for anyone that would like to edit the file in the future.

I absolutely agree to remove any \n{"a/o^^ba??ff\v c}-like mess from
the patterns (exaggerating a bit, however not too much), but what
about leaving there some useful comments? (They're really
straightforward to remove if anyone really wants compatibility with
OpenOffice.)
