Easiest from TL's point of view would be for the "source" file to be
included in hyph-utf8, as I wrote about yesterday.  However, if that's
not a road Mojca and Arthur want to go down (and I wouldn't blame them),
then we should copy the source files (but not the pattern file) from
CTAN.

Those .ex(ception) files are potentially useful to users.  I think they
should be in TL.  And whether they are included in hyph-utf8 or copied
directly from CTAN to TL seems like the same question as above.
