the general readme can say:

These files only contain the patterns themselves and they assume that
the lccodes, hyphenmin and other relevant settings are handled by the 
macro package. The patterns only deal with letters cf the unicode 
standard. Boundary situations and special cases are not dealt with and 
are delegated to the macro package. The packagers are not responsible 
for patterns misbehaving.

so, just move the problem out of sight
