[tex-hyphen] versioning hyphenation patterns

i wonder if you should worry about that .. it's a macro package
implementer issue; just do:

\input hyph-foo

so, don't append the .tex; in that case the macro package that uses this 
file (probably only latex) can append a version number and control over 
what version can go elsehwere
