    Maybe Karl meant sources, not docs?

No doubt.  Sources, docs, whatever, it's all the same to me :).  The
only distinction that enters into my life is TeX runtime vs. non-runtime
files.

I really doubt that the splitting apart of most packages' non-runtime
into source and doc trees helps anyone better understand the packages,
just the opposite, but obviously we're not going to make any such
radical change now, even if there was a consensus about it (which there
isn't).
