[tex-eplain] eplain 3.5 released

FYI, I've uploaded eplain-3.5 to CTAN and installed it in TeX Live.
Aside from bug fixes to \columnfill and others, the changes are small:

* make \providecommand and \newcommand \long, like LaTeX.
* restored the catcode of @ at \endpackages.
* ifpdf.sty: update to latest version.

I also attempted to update the web pages at http://tug.org/eplain,
although undoubtedly missed some problems there.

Hope it works out ...
