It's a TeX thing. Anything in \vadjust is places directly below 
the line it occurs in.

If you want something to float to a new position, use 
    \topinsert ... \endinsert 
or 
    \pageinsert ... \endinsert
(these are plain TeX macros, documented in the TeXbook).
