Thanks for the fix!

Using the natural order, it seems there's another problem:

Without loading amstex/amsppt, following fragment produces the expected 
output

\def\text#1{\hbox{#1}}

\frac{1}/2

$\text{\frac{3}/4}$

${\text{\frac{5}/6}\over 1}$

\bye


Replacing \def\text... by

\input amstex
\documentstyle{amsppt}
\input amssym.def

results in

! Missing $ inserted.
<inserted text>
                 $
<to be read again>
                    \over
\frac #1#2->{#1\over
                      #2}
l.13 \frac{1}/
               2
