[tex-eplain] Babel in Plain TeX

Maybe \input bplain  ?  (Which just reads hyphen.cfg, I guess.)

But I don't think it's so simple, even if that works by itself.  You have to
\input the language patterns themselves.  The whole setup there is based
on the etex extensions.  If it all works with an ancient emtex, it would
be a pleasant surprise.
