Sounds like a good idea to me.
Adding more logos to Eplain itself should be pretty straightforward and
lots (like \XeTeX) could be stolen from tugboat.dtx. (I wouldn't try to
negotiate changes to texnames.sty with Nelson. I tried that route years
ago and it got bogged down.)
