[tex-eplain] Hyperlink points too high

It seems that xdvi puts the link's destination at the _bottom_ of the
page, not at the top.  Try this and you'll see:

    Hallo!

    \vskip 12cm

    Welcome to target!\hldest{xyz}{}{label}

So this is really an xdvi feature and not something being wrong with
Eplain.
