[tex-eplain] xepsf - what bounding box comment does it need?

Hi,
hopefully somebody can explain xepsf to me (I've been working
with epsf for years, but this has gone in TeX-Live 2008).
And xepsf produces strikingly different results.
The tiny test
\input xepsf
\setbox0=\hbox{Title--Line}
\epsfxsize=\wd0
\epsfverbosetrue
\centerline{\box0}
\centerline{\epsfbox{RWTH.eps}}%
\bye
gives the following log entry:
(/usr/share/texmf-dist/tex/plain/misc/xepsf.tex)
No bounding box comment in RWTH.eps; using defaults
RWTH.eps: width=45.13898pt, height=62.50005pt [1] )
But the first lines of the file RWTH.eps are
%!PS-Adobe-3.0 EPSF-3.0
%%BoundingBox: 2 0 920 251
%%HiResBoundingBox: 2.700000 0.400000 919.400000 250.067187

So, why is xepsf claiming "No bounding box comment in RWTH.eps"
